Parsing RDF file locally

Dear Benjamin
I am relatively new to ARC2 and SPARQL.
I started using ARC2 for parsing an .rdf file.
When I parse .rdf file remotely I am getting the accurate triples.But when =
I try to do this stuff locally from my root drive it is giving me this warn=
ing and yielding nothing.
Here is the Code Snippet:
$parser =3D ARC2::getRDFParser()=3B
$parser->parse("/arc/ldodds-knows.rdf")=3B
Warning: parse_url(file://) [function.parse-url]: Unable to parse URL in C=
:\arc\ARC2_Reader.php on line 98=20
And will you please provide an example about using this construct to parse =
data.
$parser->parse($base=2C $data)=3B
Sorry these are very basic question but I not able to find enough in docume=
ntation.
