ARC2 licensing

Hi,
As far as I understand it, ARC2 is distributed under the W3C Software
License [1].
Is there any plan to dual license it to GPL2? This would facilitate its
prepackaging with well known systems such as Drupal. For your
information, jQuery was not GPL2 initially but was later dual licensed
due to the popular demand and integrated in Drupal core thereafter.
